So really this is a Tax issue with Tobin. Solution is simple. Inco builds plant in Province, The province is on the line for a third. Inco gets corporate tax breaks from feds (For another Third). The Feds in turn reduce the equalization payments in half (of their third) to Newfondland. Inco creates jobs in province, which creates more tax dollars for Tobin. Everyone wins equally here.
