Other Govts may not be using it yet, but the US method makes sense to me. How else can you handle a deflationary trend in the tech sector of the economy? Pioneering techniques often seem invalid.

They've been working overtime making new adjustments no doubt since people are upgrading their purchases to higher priced items of the same product (such as big screen or flat screen TVs). The problem with making these 'qualitative' adjustments is that the inflation index has no relation to the increase in the cost of living. Of course, in the government, they only measure the cost of living differential between locales and each locale is adjusted downward.
