basically voisey bay is a territory that promises to be rich in nickel. its in newfoundland. the newfoundland provincial govt wanted the nickel refined locally, whereas inco wants it done in other facilities elsewhere. the local govt is not allowing the mining to go ahead unless some sort of compromise is reached there. inco says its not cost efficient to refine it there. voisey bay was considered a gem and inco was the top bidder when it was auctioned off years ago. there are tracking shares on toronto (n.v) nationalpost.com
