Torben,
Depending on who you trade through, but most dealers will check to see what the best offer is on a stock and execute the trade at that price. However, in the case you mentioned, the brokerage house in which the trade was handled could have been offering the stock at that price and the buyer got scalped for the difference. I do most of my trading through Schwab and often get an execution better than the current offer showing on the bid/ask. In your example, it probably wasn't worth the hassle to check for the best deal on only 100 shares.
