I've noticed that since upgrading my ADSL form 264kbps to 768kbps, streaming video feeds seem to be a lot smoother, and in fact, I would rate the quality "good" overall.

Netbog is happening either at the VOD or within the public Internet.

Sounds like it's a problem in a link within the public Internet, since you say @Home works fine. (If it were a load problem at the VOD server, no matter which way a person tried to enter, you'd have a problem). If it doesn't work well with @Home, then this means a) @Home isn't responding accurately to the indicators of their private network loads (which would sort of surprise me), or b) the VOD server isn't properly handling the load (a finely tuned system would reject participants to prevent overload). But I think you said it was working through @Home, which means this could be a problem within one of the loads on the links in the Public Internet.

Good, except once in awhile there are problems between 8 pm and 9 pm on the weekdays.
