As a No 1 priority, we should insist that threats like that don't appear even in words. Would YOU propose to wait for the first nuclear device to have exploded before protesting? Did Clinton remark anything toward this declaration, or did Blair, Schroeder?

SO now, why shouldn't Russia really do it, if it seems help 'a lot' ? International community doesn't object, and Russia is interested to cooperate with international community, isn't it?

Also, international community agrees that anti-terrorist actions are important for keeping international peace. Now...

Russia tries to claim the sanctity of 'anti-terrorist actions' even for use of nuclear arms in their alleged own territory. Aren't you interested, Mr. Hennessey?

Regards MNI.
