Gao, The 5 minute Partial Fills Policy does applies to multiple orders (placed separately) for the same stock (same side), meaning you will only be charged one commission as long as the time span from the first execution and the last execution does not exceed 5 minutes. Note that if you were to place one ECN order that was filled completely over a period longer than five minutes, you would still only be charged one commission.
