The gist of the comments was that there were parts of Dresden that weren't financed, and that some of loans were being paid on last quarter. For 2000, they may be paying on additional loans, but the procurements that aren't being financed have been completed. So the cash flow demands of Dresden in Y2K are less than or equal to those of 1999.

Evidently financing and building a FAB is a bit more complex than building a house and some of the payments start before you get your occupancy permit and move in.
