Since we are all using a telephone line, cable or satellite to access the internet, I believe that this is part of Interstate Commerce. As part of the education of the thread, Interstate Commerce is governed by the U.S. Government. I would venture to guess there is also a federal statute baring harrassment. Let's take a quick look and see if we can find it.
