FWIW, E*Trade does offer IPO's. If you go to their web site, you can see a list of current and previous IPOs they have participated in. They have rules - you must have an account, and have an adequate cash bal. to participate, etc. I know because I have bought several stocks in this manner. The best for me was EBAY, so far.
