I have RCN cable and it varies so far . Saturday afternoon it was 500kbs and by the evening peek I was down to 76kbs.I have yet to test non-peek week days to see my maximum speed.

Don't put too much faith in those test results. Download at least a 10 mb file and just time the download. Do the math. Try it during both peak times and off times. Bet it's a lot different from your original test results.
