I'm not an expert in MTBE or even the energry sector, but I have read and seen some reports on MTBE and the problems it is causing. Apparently, some years ago, the government was looking for ways to reduce ozone levels in the summer months in more densely populated areas. That is why you sometimes saw the sign on the gas pump that stated the fuel contained MTBE during the summer months.

The government asked the refiners and retailers to figure out an additive to reduce ozone (smog)... The refiners came up with and additive based on corn (I think? - ethanol, maybe?), or a plant additive at any rate, and the government came back and pretty much dictated that MTBE was to be used... Now, apparently, the refiners are saying "I told you so..." to the government. So, it will be interesting to see just who is left responsible to clean up these very bad messes... I don't believe it is clearly the refiners problem.
