Although LWIN didn't apparently say so in its filing for primary offering of stock, one reason for raising capital might be to pay off Qcom; LWIN may wish to raise more capital in order to separate further relationship with Qcom and be able to bid more for licenses. It might also wait until it wins some licenses to have another stock offering.
