My feeling was that even though overseas markets don't move in tandem with the US over the long-term, they can (and do) mirror the US market in the event of a sudden, steep decline in the latter. I thought Brinker might view such an occurrence as an opportunity to get back to 25% (or maybe even higher) on the international allocation.
