From a statistical point of view, the low R-square makes the model useless. The high F-test is because of the big sample size (as long as the sample size is big, t-test and F-test will always be good).

I once did a project. Got a low R-square model and high t-test and F-test. My boss thought the model was good, and I explained to him that the high t-test of the coefficients are due to large sample size. He didn't believe. We used the model (based on 1990 data) to project 1995 data, and the results were terrible.
