the basic WCDMA standards are known and have been received and approved by members. the criteria left are submitted minor technology amendments which are in-consequential to the total operation of the system (in my view - you can see some of the submitted amendments on the ITU website) to the introduction of the full standard. Nok, NTT, and, supposedly ERICY, have fully operative WCDMA systems. these systems are operative without the benefit of the ITU amendments. the amendments are mainly what can be "added" to the system (or taken from it) without compromising the operation or the air interface.
