Bond: Re Lehman selling

As I understand it, the underwriter, would not have stock of their own to sell. They would just be acting as agents, perhaps for people with restricted shares or options that they want to sell. So would it not be logical to see Lehman selling these when the stock is at a high point? Same rationale as buy low, sell high?

This would not necessarily mean that Lehman thinks the stock is at an all time high. They might have time pressure to sell these stocks within a set period.

Or what is your explanation?
