You keep missing the difference between being able to ship systems which will run Win2K and having those systems on the certification list... Almost everything will "run" with maybe a few minor gotchas.

I got some more info on this issue - a MSFT marketing guy said this is "typical DELL" - put the high volume products on the list which captures the majority of the revenue while minimizing back end costs. DELL can then tailor their "certified" offerings based on market demand without the obligation to support onsie-twosie field situations.

That may be the "legitimate business case" that I was looking for. Someone probably did a straightforward analysis of the incremental revenue versus the back end costs and picked the point which maximized profits.
