Sure McKinely will not have such a big IA32 support. But the point is software development industry will start developing in IA-64 and discontinue from developing on IA-32 architecture. So whatever existing application software for IA-32 will run on McKinely systems.

Remember IA-32 support is available to only hand hold the software development guys to make the transition to IA-64 so that the software gets migrated to IA-64, and all new applications are developed on IA-64
