I don't think that most of Canada's ISPs can offer Cable access with the $10 or $12 margin, considering the other costs that may be associated.

That has always been my sticking point with the entire OA concept as many seem to envision it. If the ISP pays Rogers and @home for access to the customer what possibly can the ISP provide that Rogers@Home can't? They sure are not going to be able to do it any cheaper, and now you are stuck paying two bills instead of one.

Whats the point? Why do people *want* "open access" anyway? The MSO has just as much a monopoly as ever.
