I am not sure what the reason might be. However, it is true that in the United States, the use of IQ testing is primarily to identify those who would most profit from an "enriched" curriculum, in order to target scarce resources. Thus, it is supposed to enhance meritocracy, by giving special consideration to demonstrated talent, which would be nurtured by the affluent anyway. I would not be surprised if the "equalizing" function were, underlyingly and for many, the most distasteful aspect of it.....
