Walter, you can find detailed information on SP4b in the Product Updates section of their web site. For what its worth I recently switched to PCQuote.com for data delivery, and that - along with a clean install of TS 2000i Service Pack 3 plus Service Pack 4b -- well, the difference is remarkable.
