Interesting article Zoltan, however it underestimates the massive cash infusion required to pay for SS in 2020, imo. Also I disagree with this,

Today's gusher exists mainly because the "irresponsible" Reagan tax cuts redressed the disincentive effects of the old tax structure. We have surpluses because Americans are harder-working and more productive, not because the politicians have become more frugal. Washington's periodic attempts to jack up the wage tax have been a particular disgrace.

Actually today's gusher exists also because they have RAISED payroll taxes 10-fold in the 90s, for the first 70K of income. So if they are going to fairly distribute a rebate, then it should be a flat rebate too - pay it back to those who paid payroll taxes this year and cap it at 9K or so. We don't want to collect payroll taxes from the young and rebate it back to people who only pay capital gains, is my point.
