Thought this might interest the board -- received this from Transpoint today. Interesting that in the list of "COMPANIES THAT OFFER ONLINE BILLS IN YOUR AREA"
they leave off the only one I actually receive bills from, Con Edison. But its looks from this that T-Point has developed pay anyone capability.

Happy year 2000! This edition of the TransPoint? Update contains
information about our upgrade of the service, which will occur on
Saturday, January 22 and Sunday, January 23. The upgrade will expand
your online payment options and offer you some other great new
features. During this weekend, the TransPoint service will be
temporarily unavailable. For details about service availability this
weekend and a quick preview of our new features, see "BIG THINGS COMING
SOON", below. This newsletter also brings you the latest news
and announcements about the TransPoint Internet Payment service,
keeping you up to date on service features and available billers.

THANK YOU FOR CHOOSING US

Thanks for choosing to pay your bills electronically using the
TransPoint? online payment service. The TransPoint service may be new
to you, but the companies behind it-Microsoft Corporation, First Data
Corporation, and Citibank-are not. We're dedicated to providing you
with the best Internet payment service available.

By now, we hope you too have discovered why so many people are
switching to TransPoint Internet Payment. It's fast, convenient, and
secure-and it lets you manage your bills with a flexibility you just
can't get by writing checks, stamping envelopes, and mailing payments.

BIG THINGS COMING SOON

Would you like to be able to use the TransPoint Internet Payment
service to pay any bill, or to send a check to virtually any company
or person in the United States? Soon, you'll be able to do just that.
We're expanding the TransPoint Internet Payment service to make it
possible for you to pay over 750 of the largest companies in the
United States. Or, if you want, you can pay anyone with a U.S. mailing
address-whether they have Internet access or not!

We can also make it easy for you to keep up with your payments by
sending you e-mail reminders. You'll have the option of receiving a
weekly e-mail message summarizing your TransPoint Internet Payment
account activity, and a separate e-mail message that notifies you
every time you receive a new online bill or message.

The TransPoint Internet Payment service will be temporarily
unavailable on Saturday and Sunday, January 22 and 23, while we
complete the upgrade. This upgrade will not affect payments that have
already been scheduled. If you've requested that a payment be made
during this time, it will be delivered as scheduled. And as always,
our customer service representatives will be available to assist you.

Watch for our service upgrade announcement next week. It will give you
the details about all of our great new features.

QUESTIONS AND ANSWERS

Here are answers to some of the more frequently asked questions that
our support representatives have received in the last few months.
Q. When will I be able to pay more companies using the TransPoint
Internet Payment service?
A. Starting next week! Watch for the announcement about our
expanded service. You'll have the option of being able to send
payments to anyone in the United States-companies and people.
Q. Now that I'm registered, when can I start paying my bills?
A. After you register, it takes five to ten business days to
receive your activation code in the U.S. mail, to verify and activate
your bank account information, and to process your billing account
information with the companies you sign up to pay. When these steps
are complete, you'll be ready to start paying your bills through the
TransPoint Internet Payment service.
Q. Why was my request to pay a specific company rejected? How do I
contact the company?
A. Make sure that you entered all of the required information on
the E-Biller Sign-up form (name, account number, and billing address),
and make sure you entered your account number just as it appears on
your paper bill from that company. Incorrectly entered account numbers
are a major reason why companies participating with TransPoint
Internet Payment reject some customer sign-up requests. If the
information you sent looks correct and your request was still
rejected, contact the company's customer service department directly
by using the telephone number or e-mail address on the company's paper
bill.
If you're signed up with a particular company and have a question
about an online bill that you received from them, just click Request
Support on the bill and submit the online form, or call their customer
service number.
