The headline seemingly reinforces your point. but a similar headline was published about Bradley and his national aspirations after his 1990 election against Whitman..

I really didn't remember her election being so close. Now that I recall, New Jerseyians were partly reacting to rising property tax rates that offset the lower income taxes.

However, I don't think she is as unpopular as you suggest. NJ tends to vote "in protest" to issues. In the NE, I think the reaction against the Republican Congress impeachment efforts hurt her much like Florio's tax increases adversely effected Bradley. This opinion is based partly also on the losses Republicans incurred in both the NJ General Assmebly and the US House of Reps.

Whitman's reason she gave for not running for Senate was that she wanted to finish her term for Governor. The NJ Republicans and the NJ/PA/NY press all expected her to run. Other Republican candidates expected her to run.
