Calling tops is definitely a VERY difficult thing to do.
I think most here would agree it is far more difficult to
call the top than the bottom.
I, like you, have a tendency to make moves a little too soon. Of course since calling the top is so hard I just
try to be close and sell part of my positions never the whole when I think the top is close, then when the market proves me premature, I still have some to sell higher.

I do agree there are overvalued and undervalued within the sector, and basically agree with your tiers.

While some of the second tier companies have made significant moves recently, I think they still have room to
run. COHU for example has had a great week or so, but
relative to the sector is still at a big discount.

IMHO, while these may not be considered "top tier companies" I would add the following companies to the
"made most of their move" list: ASML, ASYT, HELX.

and to the "making their move" list: EGLS, KLIC.

Your list is a good way of looking at things. My favorite (the only one i'm in now) is CRPB. Notable absent are EGLS, PRIA, ASYT.
