I have run across brokers who will pay interest on short funds, but I can't recall who they are right now.
(I think the one I use does (PCM), but I on the rare occasion I try to short w/ them, they don't seem to have the shares--a definite problem if you're relying on shorting as a hedge as has been pointed out)

regardless, IMO synthetic shorts are superior to outright shorting. one can further limit risks by splitting the strikes.
