It is a standard that includes hardware specifications and a protocol. There is an RF section and a baseband processor that provides the demodulated PCM to some host. WAP is the web page protocol that permits access to that page via a cellular network. Bluetooth has nothing to do with that. Bluetooth is a system of interconnecting many data devices via a short range wireless link. Any of the devices can be the network master in turn.
