Happen to be home today. HIPC may be a play on alternate way to oxygenate gasoline. We had an article in Sunday's paper regarding MTBE that is commonly used to oxygenate gas. It helps reduce emissions, but from what the article says it is a devil for cleanup of contaminated groundwater from LUST sites. "MTBE is a suspected animal carcinogen with unknown health effects on humans."Anyway to make a long story short it looks like they may try to stop the use of MTBE. CA is banning it by the end of 2002. HIPC makes ethanol which would be a direct competor. Hope that helps a little.

Allan,

Clinton addressed "bio-fuels" in two separate parts of his state of the union speech tonight. Interest in HIPC may (or may not) get more pronounced here.
