The Toronto and Dow are responding to high oil and a commodities breakout - but what do the junior techs care - those companies usually just consist of 2 kids about 16 sitting in their garage writing software programs or a company that has an idea about how to build a perpetual`motion machine <ggg>. Very low energy costs <g>.
