This generally occurs when a client wants a large number of shares at a given price range. So if someone wants 600K of RKR they would approach a brokerage and the brokerage would go out and get it for them. If they are commercial or institutional then the brokerage would cap the stock and buy all of the stock thrown in below that price. They would also do this over a period of time so as not to draw attention to the buys.

Thanks for the update. 4000 metres is to early to think of a buyout, but I can think of lots of companies that have JV'd with less than 4000 metres drilled.
