INTERVIEW-Russian Norilsk still supplying palladium
By Aleksandras Budrys, MOSCOW, Jan 25 (Reuters).
----snip----
``Norilsk Nickel's palladium is still being loaded,' Yevgeny Ivanov [said]...``But the volumes (reaching the market from Russia) are low, because Norilsk is the only supplier.'
----snip----
"But Norilsk is only a producer, not an exporter. Almazjuvelirexport is the only Russian agency to export precious metals, and is fiercely secretive about its activities.
----snip----
"rivalry...between the government and the central bank....
----snip----
"Apart from Norilsk, Russia's only palladium suppliers are the central bank and the state precious metals and gems reserve, Gokhran."

Yes, rhodium is only produced as a by product of platinum-palladium mining, and from copper-nickel ores containing PGEs. The PGEs always occur together, but the ratios of each metal (there are six: platinum, palladium, rhodium, ruthenium, osmium and iridium) vary a bit between deposits. Rhodium is usually present in very small amounts (less than 0.1 g/T) except in rare and unusual circumstances which are of mineralogical interest only.
