I do presume. He's selling 44% of his formerly 100% Qualcomm position. He may still be bullish on QCOM, but that's a major chunk to take out. See his post:

As for "they'll run" the plural meant many of those who, I agree with LoF, claim they're gorilla hunters, but are actually into mo-mo stocks and will exit when scared. You only have to reference the enmity on the Qualcomm Buy Range thread when the stock shows "weakness" for a few weeks to see how rattled people get. If they were comfortable they'd chosen a gorilla for the longterm, they'd be calm.
