According to the CDG site, PrimeCo is an existing CDMA carrier:

PrimeCo is/was a jv between Bell Atlantic and Airtouch. Started as cdma carrier.

Yes. Relatively early launch for PrimeCo (early 97) in their 1900 MHz PCS spectrum.
