Dipy,

LSI stock will trade at the new price on Feb. 16 or 17, depending on if the distribution is before or after the market day on the 16th. Anyone buying or selling between the 4th and the 16th will still get the additional shares. The record date of the 4th is a bookkeeping mechanism in order for LSI to determine how many shares need to be created.

Regardless, if you buy LSI at a price before the day it splits, you'll get the additional shares on the distribution date.
