Well, if you look at the GPL, you realize that in that model the $ are skewed toward the 'service' provider (ironically). And that would tend to exclude the smaller entities. Under the SCSL and the Perl license (and others) there is more 'open' with regard to business models than GPL. If 'free' is so essential, then why not Public Domain? I think PD and SCSL, or specifically a license that accommodates both models will be the license that 'scales' in the end.
