I attempted to do that and got a message saying that I had to put my limit prices within the published range. I could not proceed until I had changed my prices.

No, I tried that and the COB form would not accept it. You have to put the range within the already established range. if it prices outside of it, then you have to re-confim again. they say this system is new, but not really.
