If it was a RAM problem, Dell would have said so. They did here:

They said "semiconductor" shortage in today's announcement because they don't want to piss off Intel, their sole supplier of processors.

Also, if the shortage WAS a RAM issue, it doesn't jibe with what you said Dell's CFO said which was -

"300 million shortfall due to uneven receipt of semiconductor orders. Didn't say what kind of chips, but said they substituted in more expensive chips when they could get them"

Why in the world would Dell sell more expensive RAM if it WAS a RAM problem???

Clearly, it was not a RAM problem based on what he said.
