This ZDNet author is selling out and concluding it was Intel:

Dell issued a fourth-quarter earnings warning,
blaming "inconsistency" in semiconductor
supply for the lower-than-expected earnings.
Dell did not name Intel, but the chip maker is the
company's only supplier of PC chips.

The guy ought to be sued. First, he turned 'semiconductor' into PC chip. Second, many chips are called PC chips besides microprocessors...chipset chips, DRAMs, practically any kind of chip inside a PC. Then he turned the whole thing into Intel.

Intel may well be the one that couldn't deliver, but this author is a yellow journalist.
