BRUSSELS (Dow Jones)--A South Korean government official Thursday said Korea
is frustrated that the U.S. has kept anti-dumping duties against two South
Korean semiconductor companies.
Chong-Ghee Ahn, a South Korean diplomat in Geneva, said Korea hasn't decided
its next step in the dispute, but Korea is upset that the U.S. hasn't lifted the
duties against Hyundai Electronics Industries Co. (Q.HEL) and LG Semicon, a
former LG Group (Q.LGG) affiliate that merged with Hyundai Electronics.
The U.S. imposed the anti-dumping duties following a complaint by Micron
Technology Inc. (MU) of Boise, Idaho, that the Korean companies were importing
dynamic random access memory chips, or DRAMs, of one megabit and above into the
U.S. and selling them below fair value.
The World Trade Organization's Dispute Settlement Body Thursday considered
whether the U.S. has implemented a WTO ruling that U.S. Commerce Department
regulations didn't comply with international trade rules. A WTO official said
the body didn't reach a decision, and the issue will automatically be reviewed
at the body's next meeting on Feb. 24. Further legal steps by South Korea will
depend upon the outcome of that meeting.
"The U.S. believes that Korea is likely to dump in the future, so they've kept
the duties in place," Ahn said. "We're not happy with the results and we don't
think that they have put the measures into conformity (with WTO rules)."
A U.S. official wasn't immediately available to comment.
