Think this through. If MSDW rated every stock they underwrote a strong buy, wouldn't that be kind of meaningless? They know better, so they tell it like it is. Look at the targets & investment theses instead. Rather more meaningful than investment rating buzzwords here.

Also realize this quiet period & low tone recommend are to stabilize the trend down to satisfy a low secondary offering. No biggie. It happens all the time. The bigger the greater the discount. That's business my friend. Once it closes & a few events unravel you will see upgrades. But you knew that now didn't ya.
