I don't have a total view of the PC market. Admittedly, I just see the flow going through one section of the downstream pipe.

Don't believe you can make such an absolute conclusion. Intel's biz is now mostly (>50%) international. Among those you listed above, CPQ has a substantial, Dell reasonable, Gateway modest international exposure. Worldwide, corporate is majority, but not super-majority of PC's

I think your conclusions make some assumptions that may not be valid. Intel's not "ignoring" anybody.
