It turns out that the transistors are doing most of the power dissipation not the interconnect. Drive current has to push transistor impedance as well as interconnect impedance. Transistor impedance dominates interconnect impedance (or resistance) at 0.18um. Thus that is why copper K7 doesn't show much in speed enhancement over aluminum K7.
