I am glad to confirm that you are up and kicking, and want to wish you a happy millennium....

The aspiration to make institutions like the UN a vehicle of North- South redistribution is there, it is just unlikely to be implemented. It is also true to say that the developed nations, and especially the United States, would like to use them as vehicles for promoting their own vision of order, which those with a quasi- Marxist interpretation of such matters would view with a baneful eye. Again, as things stand, it will be quite awhile before any of these institutions are effectual enough even for that. It is not necessary at all that the institutions in question be worth much, although I think that some of them (such as NATO) are.....

I like the idea of a Pax Americana, which, after all, depends more on diplomacy and cooperation among allies than brute strength. Of course, I am sorry that the British and French rushed to let go of their empires. Someone has to provide the political, legal, and capital infrastructure for the developing world. In most of these countries, they are beset by civil strife, cronyism and corruption, dictatorship, and sheer incompetence. They were mostly better off under the aegis of the British and French. Well, it may be too late to reconstitute the empires, but it is not too late to promote peace and democratic governance through multi- lateral institutions that depend on the resources of the United States for their operations.....
