You and I think that it should be .. and perhaps is .. However .. there is the enforcement problem .. The primary step in enforcement is a collection of dealers. It looks to me .. (note the careful choice of words .. this is my opinion .. and I'm asking questions .. I'm not stating fact) anyway .. it looks to me that these folks find their brothers guilty and give them a fine that represents about 1% of the profit that they made .. that way, when the stuff hits the fan, they can say "we were tried once for that already .. you can't do it again."
