First, the colonial powers had been educating increasing numbers of colonials at the university level, and increasing their participation in administration. It is conceivable that the process would have improved the situation in another half century....

Second, there is always a degree of physical coercion limiting the level of civil conflict, regardless of the pedigree of the rulers. In a situation where most of the societies were autocratic anyway, it is conceivable that the colonial powers created more room for peaceful evolution than would have otherwise existed....

I deny that country A was purely exploitative. The influx of capital was widely beneficial, except in colonies like the Belgian Congo were labor was treated as if in bondage....

As long as the French had the means, but lacked the will, my characterization is correct enough. Whether or not they deserved it, it has been quite awhile since last I looked into it, and I am not confident in arguing the point....
