That seems a bit dated, although general comments on TD-SCDMA and harmonization with the TDD mode of UTRA are valid although not near term.

ETSI's latest public statement (Future Direction of standards work on UMTS / IMT-2000 - ETSI Technical Report TR 101 458 Version 1.0.3 for circulation for comment to other ETSI TBs and outside ETSI) available on their site says:

"With the deployment of IMT-2000 networks in 2001, the time-frame to complete all network specifications is a daunting task" he said. "We are confident that we can live up to the challenge of the task and come up with the required specifications by the end of the year 2000 through a very aggressive work plan that calls upon the cooperation of all players".
