The largest (by number of transmitters) cellphone operator in the UK (Orange) does not use GSM. As my non-GSM Orange phone works throughout Europe, I assume many other European countries have non GSM networks.

We do have GSM, and it is probably a very large share of the market, but I wouldn't call it the standard in Europe.
