Had some problems reading the document because of some sort of font blurring using the latest Adobe, but got and read it in another format.

This study clearly provides the basis for the Fed's determination not to change margin requirements. To me, it's like a service manual document that proves conclusively that the brakes on the car are of no value and therefore it is useless to apply the brakes. The document is the work of a single economist, with some staff help.
