If you read the supporting stuff of the linked pages, you will find the EU is pushing this along with the UK from the environmental end. As this has a 3.5% silver, the solder would be (at least) bit higher alone. I'd bet where we will see the cost is in the retooling of flow solder machines (just new heaters), touch-up & repair irons, solder suckers, and a higher cost of silver.

Now how far & how fast this get there, I have not an ideea, but the UK & Eu have some stiff environmental regs. It might keep their stuff out of our country, the Asain stuff out of here, or any combination.
